We followed the logging road branches through unpleasant and prickly regrowth to to the snomo trial, which was in lovely shape. Followed the snomo trail as it curved to the east into the col until it junctioned with the windmill access roads, which were clearly posted. We backtracked a bit, then headed up just east of south in the woods. Steep at times but fairly open and some helpful old logging roads. Popped out at the obvious curve in the access road around 1800ft and followed the road from there to the highest windmill, then through some thick young growth on the edge of man-made cliffs until we found the RHP. We headed NNE off the summit in much better woods until we hit the next windmill, then hopped on the access road, following it back down to the snomo, except for a brief shortcut in the woods where the road turns southeast. From the snomo trail we retraced our steps out, noting and avoiding some red blazed (presumably posted) land to the NW of the snomo trail curve. A little under 2 hr round trip. I was pretty happy with this approach.
Parking
Knowing Victoria's Mt Way was a no-go, I opted to try a new approach. We parked at the entrance to an old logging area off halls brook rd, just south of west of the col between North Fletcher and it's norther subpeak. Google thinks this was 428 Halls Brook Rd. Not my favorite parking spot ever, but no problematic signage and was able to get off the road while still allowing space for a vehicle to be able to drive up the logging road (not than any have driven up there in a long time).
